Can you sell a car with a salvage title in Illinois?
Yes. In Illinois a salvage vehicle carries a salvage certificate, usually issued after an insurer pays a total-loss claim. You can sell it to a buyer who takes salvage vehicles, but it can’t be driven on Illinois roads, so it has to be towed. Have the salvage certificate or rebuilt title in hand when you sell.
A quick note on words, because it trips people up. Most of the country says “salvage title”. Illinois law talks about a salvage certificate, and it’s the same idea: the state’s record that this car was written off. We use both terms on this page because sellers search for both.
What a salvage brand tells a buyer
Three facts from the Illinois Vehicle Code, section 3-117.1 and section 3-118.1 shape how buyers see your car:
- When an insurer pays a total-loss claim, the car becomes salvage and the salvage certificate goes in the insurer’s name. The owner can keep the car by agreement with the insurer only in two cases: the damage was hail that doesn’t affect safe operation, or the car is 9 model years old or older.
- A salvage or junk vehicle can’t be driven or operated on Illinois roads. There are exceptions for things like a trip to a required inspection with special plates or a short-term permit, but for selling, assume it gets towed.
- A salvage car that’s rebuilt and titled again gets “REBUILT” on the new title. That word stays with the car.
So a buyer looking at your salvage car knows it was written off, doesn’t know why unless you tell them, and knows it isn’t going anywhere under its own power legally. Everything in the offer flows from those three facts.
Why salvage offers spread so widely
Ask four buyers about the same salvage car and you can get four very different numbers. That isn’t always somebody lowballing you. They’re pricing different things.
One buyer sees metal and prices the car close to scrap. Another sees an undamaged back half and a good engine and prices the parts. A third might rebuild cars and see a project. A fourth hasn’t asked enough questions and is guessing low to be safe.
The last one is the one you can fix. A salvage car described as “salvage, doesn’t run” gets priced like the worst salvage car that fits that description. The same car described as “salvage after a front-end hit, engine and transmission untouched, back half clean” gives a buyer something to pay for.
What to tell a buyer about a salvage car
Give every buyer the same list, in the same words, so the numbers you get back are comparable:
- Why it was branded. Collision, flood, fire, theft recovery or hail. Say where the damage is.
- What’s been repaired since, if anything, and whether it’s been inspected or retitled as rebuilt.
- Whether it runs, and whether it did before the damage.
- What’s missing, such as airbags already deployed, a catalytic converter or wheels.
- Which paper you hold: the salvage certificate, a rebuilt title, or neither yet.

Is a salvage certificate the same as a junking certificate?
No. Under the Illinois Vehicle Code, a salvage vehicle can be rebuilt, inspected and titled again, with "REBUILT" on the new title. A junking certificate is for a vehicle that's being junked, and a certificate of title isn't issued for that vehicle again.
Does it need repairing before you'll buy it?
